And the angel said unto them, Fear not: for, behold, I bring you good tidings of great joy, which shall be to all people. This angelic proclamation to the shepherds opens with the divine imperative "Fear not" (mē phobeisthe, μὴ φοβεῖσθε), a phrase repeated throughout Scripture when God breaks into human experience. The shepherds' terror at the sudden glory of the Lord (verse 9) gives way to the greatest announcement in human history.
