This proverb contrasts quick-tempered foolishness with calculated wickedness. "He that is soon angry dealeth foolishly" addresses reactive behavior. Qetsar-appayim ya'aseh ivvelet (קְצַר־אַפַּיִם יַעֲשֶׂה אִוֶּלֶת, short of nostrils does foolishness).
