The LORD'S voice crieth unto the city, and the man of wisdom shall see thy name: hear ye the rod, and who hath appointed it. Following Micah 6:1-8's covenant lawsuit, God now addresses Jerusalem directly. "The LORD'S voice crieth unto the city" (קוֹל יְהוָה לָעִיר יִקְרָא, kol Yahweh la-ir yikra) announces divine proclamation to urban centers—places of commerce, power, and corruption. Cities concentrate both human achievement and human sin.
