The letter begins 'Artaxerxes, king of kings, unto Ezra the priest, a scribe of the law of the God of heaven, perfect peace, and at such a time.' The title 'king of kings' asserts Persian imperial supremacy. Addressing Ezra as 'scribe of the law of the God of heaven' shows royal recognition of his religious authority.
