I said, Surely thou wilt fear me, thou wilt receive instruction—God's expectation appears in the divine "I said" (amarti, אָמַרְתִּי), expressing reasoned anticipation. Having demonstrated judgment on surrounding nations (verse 6), God expected Jerusalem would "fear" (tir'i, תִּירְאִי)—respond with reverent awe and covenant faithfulness.
