Notwithstanding the land shall be desolate (vehayetah ha'arets lishmamah, וְהָיְתָה הָאָרֶץ לִשְׁמָמָה). The particle "notwithstanding" signals contrast: despite promises of restoration (vv. 11-12), judgment must first come. Shemamah (שְׁמָמָה, "desolation") describes utter devastation—empty, ruined land.
