'They grope in the dark without light, and he maketh them to stagger like a drunken man.' Job describes leaders whom God confounds: they 'grope' (מְמַשְׁשׁוּ, memasheshu—feel about blindly) in 'dark' (חֹשֶׁךְ, choshek) without 'light' (אוֹר, or), staggering like drunkards (שִׁכּוֹר, shikkor).
