Then judgment shall dwell in the wilderness (וְשָׁכַן בַּמִּדְבָּר מִשְׁפָּט, veshakhan bamidbar mishpat)—מִשְׁפָּט (mishpat, judgment, justice) will שָׁכַן (shakhan, dwell, abide) even in מִדְבָּר (midbar, wilderness).
