The LORD thy God hath chosen him out of all thy tribes (כִּי בוֹ בָּחַר יְהוָה אֱלֹהֶיךָ מִכָּל־שְׁבָטֶיךָ)—bachar (chosen) emphasizes divine election, not human qualification.
