The conies are but a feeble folk (שְׁפַנִּים עַם לֹא־עָצוּם, shefannim am lo-atzum)—שָׁפָן (shafan, 'rock badger, hyrax') are described as עַם (am, 'people, folk') who are לֹא עָצוּם (lo atzum, 'not mighty, not strong').
