The poor and the deceitful man meet together (רָשׁ וְאִישׁ תְּכָכִים נִפְגָּשׁוּ)—the impoverished (rash) and the oppressor (ish tekhakim, man of oppressions/extortions) meet or encounter each other. Both exist in the same world, with vastly different power.
