Moses said, Wherefore now do ye transgress the commandment of the LORD?—Moses' rhetorical question (לָמָּה זֶּה אַתֶּם עֹבְרִים lamah zeh atem ovrim) uses transgress (עָבַר avar, to pass over/violate) to characterize Israel's presumptuous advance as covenant rebellion.
