I would not hearken unto Balaam; therefore he blessed you still (וְלֹא־אָבִיתִי לִשְׁמֹעַ לְבִלְעָם וַיְבָרֶךְ בָּרוֹךְ אֶתְכֶם)—the verb avah (אָבָה, to be willing/consent) with the negative shows God's absolute refusal to permit Balaam's curse.
