God ordains not only the ends but also the means to those ends, including prayer as the appointed channel through which His purposes flow to fulfillment. The certainty of divine purposes does not eliminate but rather necessitates prayer, for God has decreed both the outcome and the prayerful means to that outcome.

Ye lust, and have not: ye kill, and desire to have, and cannot obtain: ye fight and war, yet ye have not, because ye ask not.
Ask, and it shall be given you; seek, and ye shall find; knock, and it shall be opened unto you: For every one that asketh receiveth; and he that seeketh findeth; and to him that knocketh it shall be opened.
And he spake a parable unto them to this end, that men ought always to pray, and not to faint;
