God declares אֲנִי יִסַּרְתִּי חִזַּקְתִּי זְרוֹעוֹתָם (ani yissarti chizaqti zero'otam): 'I disciplined/trained, I strengthened their arms'—yet they devise (יְחַשְּׁבוּ, yechashevu) evil (רָע, ra) against Him.
