That the slayer might flee thither, which should kill his neighbour unawares, and hated him not in times past...Moses specifies the cities' purpose: refuge for the rotseach (רֹצֵחַ, 'manslayer') who kills bivli da'at (בִּבְלִי דַעַת, 'without knowledge/unintentionally').
