To dwell in the clifts of the valleys (בַּעֲרוּץ נְחָלִים לִשְׁכֹּן)—The verb שָׁכַן (shakan, to dwell/settle) ironically describes non-settlement—living in arutz (עֲרוּץ, gorges/ravines), dry stream beds (נְחָלִים, nechalim) that become death traps in flash floods.
