Behold, they shall surely gather together, but not by me: whosoever shall gather together against thee shall fall for thy sake. This verse acknowledges that enemies will still gather against God's people, but crucially qualifies: "not by me" (lo me'itti, לֹא מֵאִתִּי). God doesn't send these enemies; they act independently, even against His purposes.
