And in every place where the grounded staff shall pass (וְהָיָה כֹּל מַעֲבַר מַטֵּה מוּסָדָה)—The matteh musadah (appointed staff/rod) refers to God's rod of punishment. Every place it 'passes' (ma'avar, passing, crossing) receives judgment. Which the LORD shall lay upon him—God actively applies this rod to Assyria.
