When thou goest forth to war against thine enemies, and the LORD thy God hath delivered them into thine hands (כִּי־תֵצֵא לַמִּלְחָמָה עַל־אֹיְבֶיךָ)—The phrase ki tetze (when you go out) assumes Israel's military engagement will happen.
