'He lighted the lamps before the LORD' (וַיַּעַל הַנֵּרֹת לִפְנֵי יְהוָה, vaya'al haNeirot lifnei YHWH)—the Hebrew עָלָה (alah, caused to ascend/burn) means trimmed wicks and filled with oil so flames ascend properly.
